To obtain a Riftborn Regalia, you need to kill the Boss Golden Wolflord on any World Level. Bosses are automatically Lvl 36 on World Level 0, so it is recommended to have your Characters at roughly the same level as the boss or higher.
To get the rewards for defeating this boss, you must spend 40 Original Resin, but you can choose not to do so if you wish.
To find Golden Wolflord, you must complete the Through the Mists questline to access the boss's base, south of Tsurimi Island. If you have not yet done so, the fog/mist will prevent you from fighting the boss.

A broken horn that you obtained from defeating the Wolflord. That said, it should not have left anything behind after your hunt. Even a lord among the Riftwolves is nothing before monsters of a higher pedigree. "Gold" mass-produced these malformed wolf packs almost as if by accident, like shrunken drawings on discarded sheets of paper, and the horns on this on represent its authority to command its dark brood to dissolve space itself.
