Teenage Mutant Ninja Turtles: Shredder's Revenge features classic arcade-style gameplay with a tiny bit of RPG elements for characters. In Story Mode, each of the seven characters, including Casey Jones, have power levels that can be raised throughout the story.
How to upgrade Power Level in TMNT: Shredder's Revenge
To upgrade your power level, play as the character of your choice and earn points. Each character will keep their power level as long as you save progress on Story Mode. Points are earned by playing episodes, getting KOs, getting a long hit streak, gathering collectibles, and completing the levels quickly.

All Power Level Upgrades in TMNT: Shredder's Revenge
There are 10 total power levels to unlock, and each grants a boost to your stats or grants you a new ability. Here are all the power level upgrades and how many points you need to unlock them:

7 | Extra Hit Point | 1250 |
8 | Radical Mode | 1500 |
9 | 1 Extra Life | 1750 |
10 | Extra Hit Point | 2000 |
The Super Dive Attack and Super Flying Attack are new abilities you can unlock that add to your super attack. The Radical Mode allows you to build up three Ninja Power Gauges and unleash them all with a long-lasting Super move.
It may take more than one playthrough to get to max power level, but there is a rare achievement for getting to max power level with every character. Also, after beating the Story Mode for the first time, you will have to upgrade Casey Jones as well to get the achievement.
