When I was making a boat with logs and a sail in The Legend of Zelda: Tears of the Kingdom, I got problems with winds on the first test drive. The wind dictated the direction for me, which was very frustrating. I soon realized I needed to craft a fan using a Korok Frond to direct where it floats. Here's how to make a fan from a Korok Frond in Tears of the Kingdom.
How to craft a Fan from a Korok Frond in Zelda Tears of the Kingdom
To make a Fan using a Korok Frond, also known as a Korok-Frond Guster, in ToTK, you need a Korok Frond and a Tree Branch. With both in hand, drop the Korok Frond onto the floor if you've already picked it up, and make sure that the Tree Branch is equipped as your primary weapon.
Then select Link's Fuse ability and highlight the Korok Frond on the floor. You'll get the option to Fuse it with your Tree Branch; press Y to confirm the fusion and merge the two materials into a Korok-Frond Guster.

Where to find a Korok Frond in Zelda: Tears of the Kingdom
Korok Fronds are littered across the ground across Hyrule, both on land and in the sky, so it's worth picking one up every time you see it just in case you find yourself needing a Korok-Frond Guster in the future to save you time. I didn't do this and regretted it when it came to needing to sail across the water in a Shrine later down the line, so don't be like me.
Where to find a Tree Branch in Zelda: Tears of the Kingdom
Like Korok Fronds, Tree Branches are a common material found on the ground across Hyrule and in the sky. They're more commonly found near trees; head to a forested area for more success. Again, it'd be wise to pick up any Wooden Stick you come across because you never know!
