Like a lot of things in real life, stopping Thieves in Pioneers of Pagonia is best done by proactive action. Here's how.

How do you stop Thieves in Pioneers of Pagonia?

Thieves can be a tricky enemy that will decimate your local economy if given the chance. That's why you must have your guards already patrolling the area before Thieves arrive, since they are so hard to defeat once they've reached your town. Thieves will also disguise themselves as a a carrier unit to enter your town. Once again, the best way that you can prevent them from sneaking in is to have guards surround all entry points on your map.

Have guard towers, a garrison, and any other structures needed to support guards patrolling the map. Also, make sure you have enough guards trained via the military academy. To be trained, they'll need weapons and chain mail from smiths in your village.

While there are several factors that will affect how well your land and village is protected, having a guard tower is one of the most important. Be sure to have guard towers around the edges of your discovered land in, as well as having a garrison nearby. Use either of the buildings by clicking on them and instructing the troops to patrol the local area. If these troops detect enemies like Thieves or Werewolves, they'll autonomously begin to attack them.
