There is an easy and a hard way to collect Pirate Jetsam in Final Fantasy 7 Rebirth. The easy way includes finishing the Pirate King's Quest, which will grant you the Corsair's Compass. This compass can show you the Pirate's Jetsam location when you're near.

You don't need the Corsair's Compass to retrieve the Pirate Jetsams. However, trophy hunters need to complete the Pirate King's Quest to get a chance to assess certain enemies and complete their intel book.

You need the map to begin the Pirate King's Quest, and you will find it at the port at Costa Del Sol in Chapter 12. The map depicts the Meridian Ocean and contains four unique docking places, which you should explore to find four pieces of treasure.

You can access the map while sailing the ocean so that you can find the docking spots easily.

Of course, before you can access the treasure, you must defeat the fiends guarding it. Once you have gathered all four treasures, you can transmute them into Corsair's Compass. This compass is one of the accessories necessary for progressing in the game, but it can also help you find Pirate Jetsams. Once you get close to a Pirate Jetsam, the Corsair Compass will point toward it, making it much easier to find it.

It's much easier to find Pirate Jetsam when you already have Corsair's Compass, but there's a way to get around without it if you're feeling more adventurous. Just sail around the Meridian Ocean, and you'll see Pirate Jetsam pieces floating in the blue-hued ocean parts.

Run through those parts, and you'll get a piece of Pirate Jetsam. This method requires a bit of luck, but it also works well.
