Nameless Seer is an NPC who will give you one free unique item every time you find him. To find Nameless Seer, you need to get Reliquary Scarab of Vision, or mod the Necropolis league, and then kill a pack affected by the Lantern of Arimor. However, it's important to create a good build for the Necropolis league before trying either of these two methods.

Reliquary Scarab of Vision can be found randomly on the map if you want to rely on luck. However, if you build up your Atlas Tree in a way that makes Scarabs appear more frequently, you'll pick them up at a much faster pace.

Another somewhat reliable way to get the Reliquary Scarab of Vision is at vendors. When you visit one, you can trade three ordinary Scarabs for a random one. Also, if you level up your Atlas Tree the right way, you'll be able to collect tons of scarabs.

How to use The Lantern of Arimor to find Nameless Seer in POE Necropolis

You get The Lantern of Arimor after you meet Undertaker Arimor for the first time at The Coast during Act 1. After you get the Lantern, it applies itself automatically to every zone except for Kirac missions and Atlas Memories. Before the player enters a zone, the Lantern of Arimor will reveal all the packs in the zone and the modifiers linked to them. The player can change the modifier to "Final Pack spawns the Nameless Seer on Death," so they can make Nameless Seer's appearance certain.
