In the image above, you can find the tier list of all skills in Archero 2. Note that the skill choices you make hugely depend on your build: whether you're using Staff/Spear, Crossbow/Longbow, or Claw/Knuckles and what quality they are, and the same goes for other gear and runes.
So, consider this tier list an overall power ranking of all skills in Archero 2. The lower a skill is, the less versatility it has and the harder it is to make it work; the opposite is true for higher-ranked skills. Legendary Skills List
Legendary skills are the rarest in Archero 2, usually offering OP bonuses, and that's why you'll find so many of them at the top of the tier list. However, some, like Rotating Web and Soul of Strength, are actually garbage, and picking them can easily brick your run. Here are the details on all of them.

Epic Skills List
Epic skills are the second-rarest in Archero 2, and some of them are actually broken, even more than most legendary skills, and that's why they are dominating the top of the tier list. The ones you should virtually always get are Revive, Tracking Eye, and Soul Swiftness. All others provide either less DPS/utility or are of a certain type (Meteor, Sprite, etc.) and therefore not universally good.

Fine Skills List
The first thing you'll realize while playing Archero 2 is that most fine skills are garbage, and our tier list reflects that. Archero 2 Rune Tier List
Below are the tier lists of all runes in Archero 2, both for PvP and for PvE, as the gameplay differs hugely between those two types of content. When choosing which runes to fodder, check both of the tier lists first so as not to waste some really good runes.
PvE Rune Tier List

The main weapon, utility, and element runes are the most important ones for PvE in Archero 2, and the tier list above reflects that. Plus, the elemental runes are a much more reliable way of getting DoTs on your attacks compared to skills.
PvP Rune Tier List

The PvP rune tier list differs quite a bit from the PvE one, as that's the only mode in Archero 2 where combat and skill choices are completely automated. Plus, some runes, such as the Star of Fury, trigger when you take damage, which is guaranteed in PvP and, therefore, makes it OP.
Etched Runes List
Etched runes provide the best bonuses out of all runes in Archero 2. You need all equipped runes to be at Epic/Legendary/Legendary +2 to unlock their respectful slots. The best etched rune in Archero 2 is Arrow of Echoes, and that's why it's on top of both the PvE and PvP tier lists. Other runes are situational and largely depend on the type of content you're doing.

Individual Gear Pieces & Weapons Tier List

In this tier list, we ranked all the individual gear pieces and weapons in Archero 2. More often than not, when using a weapon that isn't the Spear or the Staff, combining different gear pieces is required to make the best build.
Also, in the early game, which gear you use boils down to which pieces you have the highest fusion rank on (check out our Archero 2 beginner's guide for more tips). Once you start fusing Legendary gear or getting Epic S-Tier gear, you should start focusing on maxing out specific pieces.
Oracle Set (Oracle Spear) - S Tier
The Oracle set is the best all-around gear set in Archero 2 right now, and that's why it's at the top of the tier list. The increased CRIT and CRIT DMG from the passives are insane, and the Combo is an OP mechanic you can abuse with virtually any fast-attacking skill. It's the set that you should aim to get first out of all S-Tier gear.

Dragoon Set (Crossbow of the Dragoon) - S Tier
The Dragoon set is ranked second on the tier list overall, and it's by far the best gear set in terms of boss DPS in Archero 2. It's also decent for PvP, though still not better than the Griffin set. However, some of its pieces are really bad, so to make a good build, it's usually best to combine the Dragoon set with a few pieces from the Griffin set for the best balance of PvP/PvE power.

Griffin Set (Griffin Claw) - A Tier
The third on the tier list is the Griffin set, which is the best gear set for PvP in Archero 2. It focuses on short-range power, and that's what the Arena forces on you. Its PvE power is underwhelming, though, as the melee gameplay is quite risky, and you need to go melee if you want to maximize your damage output.

Decisiveness Set (Agile Knuckles) - C Tier
The Decisiveness set is a watered-down version of the Griffin set and is all-around bad, except for the amulet, which has the OP passive for PvP: 2x DMG counter to nearby enemies. So, upgrade the amulet to legendary and use it for PvP; for the rest of the set, just use it as fodder.

How Does Combo Work?
Combo is a special mechanic that requires you to use either the Beam Staff or the Oracle Spear (both are top-tier weapons in Archero 2 right now). By getting consecutive hits without a break, your combo counter will increase, and your combo passives will trigger. Once you stop attacking, the counter will reset, and you will have to stack combo again.

You can find the tier list of all characters in Archero 2 in the image above. Generally, Dracoola and Otta are considered the best characters in the game, as the DPS bonuses they provide with their passives are huge. Seraph is also solid, though the extra skills aren't as reliable of a source of DPS.
On the other hand, Alex, Nyanja, and Helix all provide niche bonuses that aren't felt as much during gameplay. The best out of all three is Helix, as his DPS buffs are quite good for PvP. Anyway, here is the breakdown of each character's strengths and weaknesses.
