Once you start fusing Legendary gear or getting Epic S-Tier gear, it's time to switch based on what kind of passives you want. Anyway, here are the reasons for each set's ranking and the gear/weapon stats and passives:
Archero 2 Gear Set & Weapons List
Oracle Set (Oracle Spear)
The Oracle Set is just a straight-up better version of the Echo Set, and it's absolutely meta. The increased CRIT and CRIT DMG from the passives are insane, and the Combo is an OP mechanic you can abuse with virtually any fast-attacking skill. The only department where it falls behind the crossbow is boss DPS.

Dragoon Set (Crossbow of the Dragoon)
The Dragoon set benefits from having a lot of projectile skills because of its on-hit passives. The whole set is very well-rounded, and it also has in-build healing and shield mechanics. It's basically a jack-of-all-trades and also the best regarding boss DPS.

Griffin Set (Griffin Claw)
The Griffin Claw and the rest of the Griffin set focuses on short-range damage and can benefit skills such as Circling Orbs. Of course, you can use any other skill and just play in melee, though auto-shooting skills are still necessary if you want to dodge enemy abilities efficiently. This is the best set you can use in PvP.

Echo Set (Beam Staff)
The Echo set relies on constantly hitting skills to ramp up Combo (consecutive skill hits; resets after 2s of no hits) and get the bonus stats from its passives. The skills that come to mind are Lasers, Sprites, and Projectiles, of course.

The Destruction set is virtually the same as the Dragoon set, though you get the passives only once you fuse your gear to Legendary rarity. It's solid for PvE and it struggles in PvP.

Generally, Dracoola and Otta are considered the best characters in the game, though the extra skills you get with Seraph can also provide value. Above is the tier list of all runes in Archero 2. Generally, the choice of runes you'll be using will largely depend on which skills you're going to focus on, except for blessing runes, which provide overall bonuses.
For example, Meteor runes have extreme value in PvP, where the whole combat is completely automated, and the Meteor runes are easy to trigger. On the other hand, Strike and Main Weapon runes are easy to combine with good skills in PvE, and that's why they're the most used for that.
