An update message on Steam from Cities: Skylines 2 developers gives some hope to mod users and creators. The dedication shown by Paradox Interactive is promising, showing a long-term commitment to supporting both mods and the modding community.
In an October 16, 2023 statement on Steam, Paradox Interactive confirmed mods will be available and ready to use from day one of the game's launch. This is due to them working with content creators before the game is officially released. Players should also have the tools needed to make their own mods quickly after launch.

Not only will mods be supported and ready to go from the game's day of launch, but the developers have another announcement to make. There will now be Paradox Mods, a formal place to host the mods for Cities: Skylines 2 and other mods for the game. Paradox Mods will enable mods to work across both PC and console, which is the main reason the developers claim for making the service.
Console players will now have access to mods for Cities: Skylines 2. Many console games do not provide mod support and usually leave it exclusive to PC players. This change should be a positive one for Cities: Skylines fans and players.
