You won't be able to edit your character's Title when creating a character for the first time in Dynasty Warriors 9: Empires. Until you play Conquest Mode for the first time, every custom character will start out as a Common Officer.
How to unlock Titles in Dynasty Warriors 9: Empires
You can only give a special Title to a custom character after it has been unlocked in Conquest Mode. To unlock it, you need a Title that you've been given by a ruler or one you earned. When you've earned your new Title, you can modify or make new characters with that Title.

Changing your character's Title in Edit Character will not modify the Title during Conquest Mode. The Title you have will remain until you start a new Conquest Mode. The game offers over 30 general Titles that you can earn for your custom Officers.
While the Titles may seem special, a lot of the Titles are just different names for the same roles.
