Making a postapocalyptic zombie cowboy from the Fallout show is easier said than done. After you create the Ghoul look by putting as many scars as possible, focus on his stats and perks. Here's how to build Cooper Howard in Fallout 4.

Best build for The Ghoul in Fallout 4 (Cooper Howard)

While Bethesda has revealed Cooper Howard's official SPECIAL stats in Fallout Shelter, they can't be used in Fallout 4. In Fallout 4, you only have 21 points on starting stats (28 total, as you can't go below 1 for a stat), versus the 40 in Shelter. You can improve your stats as you level up, but you must start from somewhere.

Cooper Howard from the Fallout show is tough as nails, making him one of the wasteland's most dangerous people (ghouls?). His ghoul physics gives him plenty of immunities, while his war experience and cowboy skills make him an efficient killing machine. Therefore, I focused SPECIAL points on Endurance, Perception, and Agility. Coop was a charismatic Hollywood actor, but as a ghoul, he was not likable to people around him, so I invested his Charisma points elsewhere.

Best Perks for the Ghoul build in Fallout 4

In Fallout 4, you can max out all SPECIAL stats (if you play a lot) and choose perks from each stat group. With my first level-ups, I'll focus on matching Coop's famous gun skills by choosing the Gunslinger perk (non-automatic pistols do 20% more damage). In the later stages of the game, I'll focus on Howard's Luck to relive his critical hits that became his trademark in the show. Below are my general recommendations for perks based on Coop's skills displayed in Amazon Prime's Fallout.

CharismaLone Wanderer - Howard works best when he's alone. At least that worked for him for the last 200 years.

Best Cooper Howard Weapon in Fallout 4

The Fallout show does not mention what gun model Cooper uses, but it all points to the MTs-255 sawed-off revolver shotgun. You can add it to the game via the MTs-255 Revolver Shotgun mod for Fallout 4. You can find this gun from random weapon vendors and by dealing with the Gunners faction (you can find them in the Commonwealth region, mostly near Mass Bay Medical Center and Hub City Auto Wreckers). If you want to speed up the process, type "help MTs-255 4 weap" as the console command and then "player.additem_weapon_ID".
