To obtain Emperor's Resolutions, you must find and defeat the Emperor of Fire and Iron at any World Level. The higher your World Level, the higher your chances of receiving multiple components at once. It costs 40 Resin to receive components each time you defeat this boss.
There is no quest requirement to get to the Emperor of Fire and Iron. You can find it in an underground area in Fontaine's Beryl Region, south of the West Slopes of Mont Automnequi. Refer to the image below for its location:
