To obtain Storm Beads, you need to find and destroy the Thunder Manifestation on any World Level. The higher your World Level, the higher your chances of receiving multiple components at once. To receive components you'll need to spend 40 Resin each time you defeat this Boss.
To reach this boss you'll need to solve several Warding Stone Puzzles as part of the Seirai Stormchasers World Quest. You can find it on Seirai Island. the Thunder Manifestation is up high on the final floating island that you reach at the end of the World Quest. Refer to the image below for its location:
Crackling Electro pearls left behind by the Thunder Manifestation. It is said that Thunder Manifestations will only descend upon lands where powerful hatred dwells. The singers say that it is the unbearable disappointments and sufferings of life that drive them to forever wander the broken earth, unleashing sky-searing lightning as they go.
