Every character in Genshin Impact needs a bit of work if you want to use them on your team. You're going to need to prep materials to ascend them and level up their talents. Shehe is a special case, as she is neither a new player-friendly character, nor easy to farm for if you're not far into the story.
Shenhe is a Liyue character, but her needed materials are split between Liyue and Inazuma. Even after making it to Inazuma though, you will still need to do quite a bit of work as her boss materials come from La Signora and Enkanomiya. This makes her impossible to ascend for newer players.
