You must first complete a Sumeru quest chain called Her Foes Rage Like Great Waters..., which follows Jeht's story after your exploration of the Eternal Oasis. Keep in mind that it requires completing all Desert of Hadramaveth quest chains up to Apocalypse Lost.

Once all three are done, return to the Tanit Camps via the Statue of The Seven, then glide down to reach the pavilion where Babel once stood. You'll find a sparkling spot on the brown carpet. Interact with it to obtain Ancient Stone Key.
