Gotham Knights features a blueprint and crafting system where you can equip your four heroes with new gear to make them stronger and less squishy. From new suits, melee weapons, and ranged weapons. But when crafted, how do you equip this new gear in Gotham Knights?
Why can't I change into new gear in Gotham Knights?
To equip new gear in Gotham Knights, you must return to the Belfry. This is the only way to change your character's loadout with new items, to make them stronger and take less damage. You can change your gear while roaming around Gotham City, stopping crime, but only what is in your inventory, not anything new.

You can craft all the gear in the world out in the field, new suits, melee weapons, and ranged weapons, but they will not go into your inventory until you have returned to the Belfry. But you cannot change your loadout in any shape or form while not in the Belfry. If you wanted to, for whatever reason, change your gear to weaker versions of your equipment, you can.
On higher difficulties, you have to return to the Belfry, more often than not, to survive the scaling of all enemies as your level increases. You cannot do anything on the fly.
