There are so many skills you can pick up in R.I.P. Reincarnation Insurance Program to make builds around different categories. Generally, the most optimal builds for each character revolve around picking an element and two to three skill categories to focus on that match the character's Talent tree. Best Philomel Talents in R.I.P. Reincarnation Insurance Program

Philomel is all about raw main weapon DPS due to high fire rate that melts bosses (Especially on a corrosive build) so you'll do best rushing Talents that synergize with her playstyle:

1. Combo: Just a simple and effective DPS boost that you can rush or stop on the way for Mobile Fire or Dash Reload for more DPS.
2. Backup Power: This is one of the best talents in the game starting from Risk 2 where standing still kills you in swarms and bosses require so many dashes to dodge their attacks. Roam Harvest on the way is really good for Dash resets thanks to your high fire rate.
3. Tactician: Scales with low Throw CDs and is a massive DPS boost that's slightly less reliable than Combo but still really strong. A must-have for Throw builds due to the extra Throw slot.
4. Chain Chase: A must-have for Chase builds for the extra slot. Slightly less reliable than Tactician and Combo since you both have to crit and then there's a trigger chance on crits too.
5. Apocalypse: This is a great talent but I wouldn't rush it and instead leave it for after Combo, Chase or Tactician. It's best for when you know ahead of time what build you want to go for but it's weak if you rush it first.

Best Claire in R.I.P. Reincarnation Insurance Program

Claire has access to some of the best Psionic builds in the game as well as great defensive synergies and close range DPS:

1. Psionic Combo: It's really easy to go for a Psionic build on Claire since you both get an extra slot and a chance to double proc Psionics. The Reload Amp from Psionic Combo or the one-shot shotgun with log mag size combos well with Duel since you'll be reloading more often.
2. Charged Shot: Must-have for a Chase build and great crowd-control due to the stun on Shock Chase.
3. Duel: A bit situational since there's already a high-tier shotgun that focuses on more damage and less shots so if you have it there's no need for Duel first so it's better second. That said, if you don't have it, Duel is pretty good if you can synergize it with something like Reload Amp from Psionic Combo for more Psionic damage.
4. Shield Counter: Amazing on a Poison build using the Poison armor buff but otherwise not the best Talent to rush first.
5. Ascend: Good but not worth rushing and instead it's more of a third or fourth Talent you should go for depending on your build due to the low proc chance. Can be really strong with focusing on Luck-bosting nodes but it's still very situational.

Best Mors in R.I.P. Reincarnation Insurance Program

Mors has a similar close-range playstyle to Claire but he has much better defensive synergies and is much more tanky with the right build:

1. Charge: This is where a Tactical build pops off for massive damage because not only are you procing a free Tactical skill after dashing but you can also double proc it with Tactical Burst.
2. Psionic Shield + Shield Counter: These go so well together for a Psionic build to both generate a lot of armor and then turn it into damage. Combine with the Poison armor buff for massive defenses and DPS.
3. Twin Fire: Can be situationally really strong but I would go for one of the above two options first for a much more reliable build.
4. Ascend: Not a good first Talent to rush but can be good as a support third or fourth main Talent.

Best Katerina in R.I.P. Reincarnation Insurance Program

With some of the highest base damage in the game, you want to make the most out of each shot with Katerina with piercing bullets:

1. Psionic Combo & Drone Gun: Either for a Psionic or Drone build. I love going for a Lightning on Katerina using the Lightning dash for fast repositioning, especially with Psionics since Katerina is good with those. As for Drones, Lightning is also good since you can stay away from danger and keep on max HP for a damage boost from Peak.
2. Crit Bullet: Requires stacking crit chance to be good but once you get better gear this becomes much better. Especially because it buffs pierce shots so that you can make each shot count hitting the maximum number of enemies while staying out of range.
3. Absolute Defense and Apocalypse: AD is nice to have but not mandatory except on max Risk where getting hit really sucks. As for Apocalypse this becomes much stronger later when you want to go for specific builds like Lightning so that you can ban non-build tech and reroll for everything you need.

Best Luna in R.I.P. Reincarnation Insurance Program

Luna has one of the best Tactical build options with fast sustained main weapon damage:

1. Bounty: God-tier Tactical build Talents here with Bounty for damage scaling, Overload for a flat DPS boost and an extra slot. A must-have.
2. Arrow Rain: Similar to Philomel's Combo where this is just a simple raw DPS boost that works with any build.
3. Chain Chase: For a Chase secondary build and slightly more situational but still really good.
4. Absolute Defense and Apocalypse: AD is nice to have but not mandatory except on max Risk where getting hit really sucks. As for Apocalypse this becomes much stronger later when you want to go for specific builds like Lightning so that you can ban non-build tech and reroll for everything you need.
