Your opportunity to find Rocket's MCU Movie look will come early in Chapter One as the Guardians explore the Quarantine Zone. You're in the right area when you find a slide. Use it to descend, then immediately look to your right to find a blue platform.

Move to the end of this platform and look to the left to find an open area below you. Jump down and enter the small area to find some components and a pink chest containing Rocket's MCU Movie Outfit.
