In Pokémon Legends: Arceus, all Pokémon have requirements that they must meet to evolve, like reaching a certain level or evolving during certain weather conditions. Petilil must be holding its evolution item, a Sun Stone, to evolve. Petilil will need to have a Sun Stone to evolve into Hisuian Lilligant.
Pokémon evolution works differently in Pokémon Legends: Arceus than previous Pokémon titles. Instead of Pokémon evolving automatically once they meet their evolution requirements, players will have to tell the Pokémon to evolve manually. The evolution requirements are still around, but they won't cause Pokémon to evolve on their own this time around. For Petilil to evolve, players will have to give the Pokémon a Sun Stone and then trigger its evolution in the in-game menu.

Where to find a Sun Stone?
The Sun Stone can be found in a few different places around the Hisui Region. After completing Request #85 "A Home Under the Eaves," players will be given a Sun Stone. A Sun Stone can also be purchased from the Trading Post in Jubilife Village for 1,000 MP (Merit Points) or from Ginter's Shop for 5,000 Pokedollars.
Players will need this evolution item to evolve Petilil into Hisuian Lilligant and complete the Pokedex. While obtaining evolution items can sometimes be tedious, Petilil is worth the effort as Hisuian Lilligant is a great Pokémon with a high special attack stat.
