Receiving a shiny starter Pokémon is just as likely as bumping into one in the wild. There’s always a 1 in 4,096 chance that any Pokémon that you hatch, capture, or given as a starter come out as a shiny. It’s even more efficient to “hunt” for a shiny Chimchar, Piplup, and Turwig during the selection, since you don’t have to look for the Pokémon in the wild (and deal with their rare encounter rates).

There’s no shortcut. If you want a shiny starter, you need to reset your game and load your save until you get it. But who knows, plenty of trainers have received shinies on their first few tries, and you could be one of them.
