To get the Wizard King Julius unit in Anime Reborn, you must complete the Legend Stages Act III in the Clover Kingdom storyline. To start, head to the Play area and get in the queue to select the Clover Kingdom as the map you want to play. Complete this map's Story acts to unlock the Legend Stages, then complete the two starting acts.
This will unlock the third act in the Legend Stages, which has a 0.75% chance of giving you the Wizard King Julius if you complete it. Since the chances are low and depend on RNG (random chance) elements, you might have to complete this stage many times to get the Wizard King Julius unit in Anime Reborn.
