Yes, you do need to own the previous games on the same storefront as Total War: Warhammer 3. It was confirmed in the Total War: Warhammer 3 FAQ that you definitely need the previous two games on the same platform. According to the developers, you cannot track your purchases across multiple storefronts, so be sure to own the previous two games on either Steam or the Epic Games Store.
The same goes for DLC, so players must own the DLC they wish to include in Total War Warhammer 3 on the same platform. If you bought from other stores, you're out of luck.
Is the Immortal Empires included in Game Pass?
The developers have not stated whether the Game Pass version players can participate in Immortal Empires. According to the information currently available, it appears the answer is no. This is only possible if Total War: Warhammer 3 removes the restriction that requires both previous games to be on Game Pass or simply allows the games to be purchased from that storefront.
