The Time Rift begins by Tyrhold, not all that far from the Creation Catalyst, in Thaldraszus. It's signaled on the map by a horn icon, and it runs once every hour. To start the When Time Needs Mending quest, you'll need to head to the area and talk to Soridormi. She'll give you the quest, and when the event starts, you'll just have to complete the objectives.

Time Rifts finish after you enter the portal and defeat the boss from the past. You'll be given some currency and cosmetics upon completion, and you'll also complete the When Time Needs Mending quest. The currency can be spent on some nice-looking transmogs right next to Soridormi, so make sure you check that out.

How to fix When Time Needs Mending bug in WoW

Some players are running into problems completing this quest on their alts. After doing it once on your account, you might not see the quest available for pickup on other characters. You can still do the Time Rift as normal and get rewards. But it looks like we have a good chance of not being able to pick up the quest.

This could take some time for Blizzard to work out, as there tend to be some bugs when big content updates hit. In the meantime, you'll just have to wait around and hope the developers find a fix to this annoying bug.
