Dishonored 2 has many hidden safes scattered around the various levels, some of which contain valuable and useful loot in your adventures. In this guide, I'll tackle all safe codes and locations in Dishonored 2.
All Dishonored 2 Safe Codes and Locations
Dishonored 2 is one of the best stealth games of all time, so it's no surprise there is a lot of hidden and "stealthy" loot tucked away in safes. Here are all of the safe locations and how you can acquire the safe codes in each mission:

Edge of the World | 1. Safe No. 1 for Edge of the World mission is on the third floor of the Overseer Outpost. Check the book "The Seven Strictures" to get a clue for the code. 2. Safe No. 2 is in the Winslow Safe Company, down the street on Addermire Station. Go to the store's cash register to find a note containing the code. | Both codes are random Note: Safe code no. 1 is random (No 0,8 and 9 on the code, and does not repeat digits) |
The Good Doctor | 1. Safe No. 1 for The Good Doctor mission is on the dilapidated floor near the Addermire Lobby. You can find the note containing the code near the safe's location. 2. For Safe No. 2, it's near Vasco's office. Vasco will either give the combination to the player, or the player can loot the note from his corpse. | Both codes are random |
The Clockwork Mansion | 1. Safe No. 1 is in Correy Brockburn's apartment (Lower Aventa). You can find the code written behind a bottle near the blackboard. 2. "Safe" No. 2 is technically not a safe, but it allows you to get to the Jindosh Mansion. The code is on the sleeping guard's desk on the top floor of the Grand Guard Building. | Both codes are random Note: Safe code No. 1 has two legible numbers. The Royal Conservatory | The safe is located at the lecture hall infested by Bloodflies in Cyria Gardens. You can only buy the code through the black market shop. | Random |
Dust District | 1. The Jindosh Riddle (technically not a safe) is arguably the toughest puzzle to solve in the game. However, you can bypass it by getting the code in Durante's office at The Crone's Hand Pub. You also have to get the key to his office in Vice-Overseer Byrne's office on the third floor of the Overseer's Stronghold. 2. The other one is also not a safe; it's the Black Market Door. For the code, you need to get into the shopkeeper's house and shoot the wooden board blocking the doorway. Look for a note and the calendar in the hall with the highlighted dates. | Both are random The code for the Black Market's door always starts with 4, I.e., 4XX |
A Crack in the Slab | 1. Safe No. 1 is once again in a Bloodfly-infested storage room which has a furnace. For the code, you need to go to the past and burn the wolfhound's corpse; doing so will get rid of the Bloodfly hive and will be replaced with an opened safe and a code in the present time. 2. The Study Door is "Safe No. 2." The past version of the note "Study Door Combination" will reveal the code for the door. | Safe Code No. 1 is 238 Safe Code No. 2 is random, with the second digit being 7. |
The Grand Palace | 1. Safe No. 1 is in Carlos Marletto's apartment. You can easily find the code in the silvergraph, which is just opposite of the safe. 2. Safe No. 2 is the First Captain's Safe, which you can find on the second floor of the Grand Palace, opposite the dining hall. Death to the Empress | Dr. Galvani's Safe (the very first one in the initial mission). It's in the same building with the same code. I advise you to be careful as the door is now rigged with booby traps whenever you open it. | 451 |

There are no ways to brute force random codes unless you spend hours guessing which numbers work for a specific safe. The developers took their time in making sure random codes do not repeat themselves, even in succeeding playthroughs; however, now you know where to look, you'll easily be able to loot every single safe and unlock every door in Dishonored 2.
