With MW3's second beta ongoing, you may be wondering if crossplay is enabled or not for it. Whether you're on consoles or PC, having crossplay active does affect the types of games you'll play. Thankfully, I got a chance to jump in and play for a bit already and can give you the confirmation you're looking for.

Is Crossplay enabled for the MW3 Beta?
If you're playing the MW3 Beta on PC, Crossplay is automatically enabled and cannot be changed. Crossplay allows players to play with others on different platforms. This means that no matter which platform you're playing the game on, all players will be able to play together seamlessly.
If you're on a console, Crossplay should be automatically enabled for you, espially if you've been playing MW2 on the same Activision account. If you are new, the option should still be inherently enabled. There have been questions about this sort of thing in the past, but I can confirm it is in for the MW3 Beta.
If, for some reason, you think Crossplay may be off or you want to turn it off yourself, open the Modern Warfare 3 Beta client, then go to Options --> Account & Network. From here, the Crossplay option will be at the very top of the menu. The Crossplay option is only visible for console players regardless of the platform you're on. For PC, you cannot see nor interact with this option.
