While some players may naturally think that they cannot attract any more stray cats because their cat cafe cat slots are full, this is not the case. This is actually a lure quality issue when you get the error message that says your lure is not attracting cats. You can no longer attract stray cats with basic quality lure food. And you may notice there is no other kind of lure in the shop. This is where the shrine area comes into play.

To have the availability to get better quality lures stocked in the shop in the town, you'll need to head to the shrine area that you can use to level up skills and access. You can find the area in the bottom right corner of the screen when you go into town. Here, go to the Cats branch. You need to level up any part of that branch that has the cat face with a hook. This is how you continue to have an appealing lure. When you complete a branch (by collecting hearts from customers and from adopting cats to others), the food will start showing up in the store.
