This prompt appears during step three of the Unfinished Business questline and asks you to do strange things like collecting cipher qubits and extracting data from resources. How to do step three of the Unfinished Business quest in Destiny 2

Collect cipher qubits by killing Vex

In order to retrieve Rohan's data from Cloud Accretions, you must first collect a total of 40 cipher qubits. You can obtain these resources by defeating Vex, which can be easily found in the Vex Incursion Zones on Neomuna. After killing a Vex enemy, there is a chance a cipher qubit will drop. This item will appear as a white, glowing triangle on the ground, and you must walk over it to add it to your inventory.

Spend cipher qubits to retrieve Rohan's data from Cloud Accretions

Cloud Accretions are the unique resources of Neomuna, and can be found by exploring the Liming Harbor area. To complete this quest step, you need to extract five pieces of data, but each extraction costs eight cipher qubits. When you have gathered enough cipher qubits, walk up to a crystalline Cloud Accretion and interact with it. To collect all of Rohan's data, you must repeat this action five times, with a total cost of 40 cipher qubits.
