Sheltering Energy is an Arc Warmind Cell Mod in Destiny 2. It has an energy cost of five and grants the user an overshield upon collecting a Warmind Cell.
To have a chance at creating a Warmind Cell, Guardians will need to defeat foes with either a Seventh Seraph or IKELOS weapon. While there are several different weapons that meet the criteria, generally a Warmind Cell build will limit a Guardian's usable pool of weapons considerably.

- Seventh Seraph SAW: Legendary machine gun
A Warmind Cell build is fairly dedicated, as it locks the Guardian into a specific set of weapons and mods. That being said, the builds can be truly devastating thanks to the various effects, like those provided by the Sheltering Energy mod.
