Can you change the weather in The Dark Prince?

There's no known way to change the weather directly in The Dark Prince. However, you can change a season in the game faster. There are two outcomes to changing a season: first, you'll change to the following season instantaneously, and second, you have a chance to proc a weather change.

Changing seasons using the Four Seasons Flute (post endgame) or a Pouch of Seasoning does not guarantee specific weather outcomes or any weather changes at all. However, you can use this in tandem with save-scumming (i.e. you save before changing a season and load the save file again if the outcome is not in your favor).

How to capture specific monsters in The Dark Prince

Similar to how seasons work in The Dark Prince, weather can bring about a substantial change in monster spawns across the map. For example, if you want to capture a Wing Slime in Terrestria, you'll need rain as a weather condition.
