According to X, as of the time of writing EA FC servers are indeed down and under apparent investigation by EA.

To check if it isn't only you, you can also use other websites such as Downdetector, which monitors users reporting any form of outage on gaming or other kinds of platforms, giving you an idea if the servers are down or not. If there is no reported outage, try to restart the game and check your internet connection before trying to launch the game again.
