First and foremost, you need to learn how to use a winch in this game. Once you attach a winch to the other vehicle, turn on its engine and start pulling. If the uphill is too steep, push the winch and climb it by yourself, then drag the winch so the other vehicle climbs after you.

Both your vehicle and the other vehicle have several attachment points. Park your vehicle so your backside is facing the other vehicle's front side. Select the winch from the Devices menu and draw a line between the attached points on both vehicles. Once you set the cable, you can start pulling.

Before you start pulling, make sure you start the other vehicle's engine, or else you won't be able to budge it. In most cases, you can pull other vehicles by shifting into the lower gear, turning the differential lock and all-wheel drive on, and setting the tire pressure to half. However, that doesn't always work.

Now, here's a trick that took me too long to discover: if the uphill is too steep, push the winch, which will make the cable extend. Climb uphill until you are on flat ground, then shift to the lower speed, step on the throttle, and start pulling. You should be able to pull out even the heaviest of trucks with no problem.
