In our SoF (Seal of Fate) tier list above, we ranked all Meowmates (characters) based on their overall performance and ability to fit into any team composition. Rarer characters often do have better passive abilities, making them the best choice overall. However, some lower-rarity characters have really good abilities/bond effects, making them more worth using depending on your team composition, unlocked Star-Up bonuses, etc. To learn why we ranked each character the way we did, check out the breakdown sections below.
Seal of Fate Tier List Ranking Factors
- Active and Passive Abilities: Active and passive abilities and effects that each Meowmate possesses define its playstyle. Some apply DoT effects, some heal allies, etc. The better Meowmate's abilities are, and the more value they have across different game modes, the better its ranking will be.
- Bond Bonuses: Each Meowmate has unique Bond conditions and bonuses. Usually, you'll need to deploy two characters together, or characters of a specific faction/class, to trigger them. These bonuses can be extremely broken, making the character much stronger with the Bond effect active.
- Versatility: Some characters have such value across all game modes, buffing allies, dealing % HP DMG, etc., making them OP without their Bond effects active or even without any Star-Ups. Getting those characters is the most important to make your Seal of Fate grind as easy as possible, and they'll be at the top of the tier list.
- Rarity: Rarer characters often have better abilities, making them the top choice for the end-game. However, they are also more difficult to Star-Up, which is why it's better to use SR and R characters in the early game.

Seal of Fate Tier List FAQ
The best overall characters in Seal of Fate and the ones we ranked at the top of S Tier in our tier list are Noah, Somniel, Lilith, Khione, Lan, Lunelle, Sanctina, Valkyria, Fyre, Ruriken, Cryonica, Angela, and Vicky. Each one of those characters is strong in their own right, and which ones you'll pursue depends mostly on what team composition and Bond effects you want to activate.
Are R and SR character worth using in Seal of Fate?
Yes, every character in SoF is worth using, and R/SR characters are especially good early on, as Star-Up-ing them is much easier. The most important thing when assembling a squad is actually the Bonds and active/passive abilities, and not character rarity.
What is the best early game squad in Seal of Fate?
The best early-game squad in Seal of Fate is the Leading Casts (Vera, Khione, Asuka, Grace, Judie, and Jerry). They all have great bonuses together, and Vera provides double the buffs for all of them. Plus, getting dupes of all those characters is extremely easy because of various beginner events.
And that does it for our SoF (Seal of Fate) character tier list for now. We will continue updating it with new information and switching up the rankings until it perfectly reflects the state of the in-game meta.
