Vayna is one of the first NPCs you'll encounter in the game. A fishing mentor, he'll help you on your path of mastering fishing, from learning the basics to perfecting the finest techniques. At one point early in the game, you'll have a quest from him where you'll need to learn how to create baits. At first, you'll hone your skills with a simple apple bait. However, later you'll learn how to fish with the Mermaid Fish Attractor.

How to Share Your Fish Attractor

Once you learn how to use the Attractor, the final step of this questline is to catch “elusive fish,” which only appear after catching a large number of fish. That’s why Vanya suggests fishing with others rather than alone, as you have a better chance of spotting a Flashing Fish Shadow when fishing in a group. This final step of the quest is also where many players, probably including you, tend to run into problems.

In order to complete the Flashing Fish Shadow quest, head to the Zephyr Sea and participate in the Sea Fishing daily event. Take a boat with your friends and go to the Sea Fishing event. When the time comes, enter a boat at the docks and invite as many friends as possible, the more the better.

How to Find Flashing Fish Shadow

Now that you know what you need to do and where you need to go, let's see what you need to catch. Many players think that you need to catch a golden/shiny fish from the event, but that's not true. What you actually need to do is to grab a glowing, bright-blue shimmering fish. You'll spot it easily once you know what to look for. The trick is that you need to catch a lot of other fish first, so the more people fish with you, the better.

A good thing to know is that if you participate in the event, you don’t need to be the one catching the fish. You only need to find a Flashing Fish Shadow, and any of the friends with you can catch it; it will still count toward completing the mission.

It’s also worth noting that it is possible to do this on your own, as many players report completing it solo. However, it’s not something I recommend, due to the sheer amount of time and luck required to do it that way.
