The Teal Mask DLC added many of the original 151 Pokémon back into Scarlet and Violet, including Vulpix and Ninetales. This certainly made plenty of trainers happy, both because Ninetales works great on sun teams and because Vulpix is just so cute. Most of the time, Ninetales should have a Timid nature. The base Speed for Ninetails is 100, which means without the Timid nature, it gets outsped by Landorus, Moltres-Galar, Hydreigon, Kyurem, and several other Pokémon. With the Timid nature, though, Ninetales threatens all of these Pokemon back.
The only reason a trainer would want to run Modest is if they're making Ninetales a strong wallbreaker. After a Nasty Plot, Modest Ninetails should be able to beat everything that normally switches in: it hits Garganacl with Solarbeam, Toxapex and Clodsire with Extrasensory, and most other defensive Pokemon would die to a Fire Blast anyways.

The most important thing to keep in mind when selecting a nature for a Pokémon is that Pokémon's role. With a more offensive Pokémon like Ninetales, the most important qualities to have are Speed and high damage output.
When it comes to Speed, trainers want to keep in mind which threats hit the Pokémon's Speed tier. Since Ninetails hits 328 max with a Timid nature, there are plenty of threats with sub-300 speed that Ninetales can take out quickly.
