You can increase your mutation chance by crafting Anime Card Collection Relics. If you unlock all Relics, your mutation chance will increase by a shooping +19.5%.

However, by far the best way to increase your mutation chance is by upgrading your Upgrade Machine. With a max level of 40, it provides a staggering +266.67% Mutation Chance bonus, on top of other benefits that include 44.47% faster Hatch Time, +10 Walk Speed, and +4% global Luck.
