Time King is an Ultimate Rarity unit that can only be acquired from Summoning in a select Banner. Time King only drops from Banner 3 in World 2 of Anime Last Stand. You need to finish every story mission in World 1 as well as the Trials to enter World 2, where you can summon King Julius.
Moreover, since it is an Ultimate-rarity unit, it only has a 0.3% drop chance in the summon banner.
