Where to get Scrolls in Blox Fruits
To get these scrolls, you have to get to the third sea. When there, go to the Tikki Post island, where you have to look for the Dragon Talon Sage. He is an NPC that you can find at the top of the left tower from the entrance of the island. You will have to climb some stairs and broken wood planks, but when you are at the top, you will easily spot him.

Talk to him and select the Craft option, which will show you the menu to craft different scrolls. To craft scrolls, you have to first unlock them and then gather their needed materials. How to use Scrolls in Blox Fruits
To use scrolls on your weapons, you have to go to the Dragon Talon Sage. Talk to him. This time, select the option to enhance. After that, follow the prompts to select the weapon you want to enchant and the scroll you want to use to enchant it.
