The Challenger's Rod is located at a very confusing location. To find it, you first need to reach the second level of Mariana's Veil, which is Challenger Deep at (740, -3350, -1530). Once there, you need to follow the path which leads to the tunnel behind the Glimmerfin Suit upgrade area, beside the exit portal.

Following the path that goes into the tunnel will eventually (after almost three minutes of parkouring or gliding) lead you to a new undiscovered cavern, which is the Ice Fishing Cave. At the entrance of that cavern, you can find the Challenger's Rod on the right. You can then pay a hefty sum of 2,500,000 C$ and make the rod yours.
