While we do know the exact release date, much of the rest of the event is cloaked in mystery. From various leaks by @RBXEventHunters, it seems like you will be able to obtain two badges from each game participating in the event, one Easy and one Elite (much like the Hunt Tokens and Mega Tokens it seems).
Overall, there's been talk that the Halloween Spotlight is most similar to the Winter Spotlight Roblox event. The event seems to be designed to highlight some of the best Halloween updates to games on the platform, and there will be many.
