Rating is calculated using your Uma's Stats and Skills. So, in order to improve your Rating, you have to improve your Stats and Skills. All five Stats (Speed, Power, Stamina, Gut, and Wit) have their points. Those points contribute to your Uma's Rating. So, the higher your Stat points, the more they contribute to your Uma's Rating.
How Skills Affect Rating in Umamusume
For regular skills, the contribution depends on their base cost, but it is not directly related. That means higher base cost skills won't contribute higher points to your Uma's Rating. Instead, the skills that contribute the most points to your Uma's Rating are the ones with a 100 - 140 Base Cost.
