Memechant will spawn at different random locations across the map approximately every 30 minutes. To find him, you'll have to wait for the notification to appear, then search for the current location of his stand. The map is relatively small, and you'll have around 20 minutes before he departs, so there's plenty of time to look around. If you're never getting the Memechant notification, rejoining a newer server should fix the issue.
