Operators are the most important thing in Anchor Panic, and with the meta characters, you'll be able to clear all content efficiently and farm resources to upgrade your current operators and pull for the upcoming ones. In our Anchor Panic tier list below, we ranked all operators based on their overall strength, while also taking into account how future-proof they are (since there is info on the upcoming characters from the CN server). Further below is also a section with the best team compositions for each element, so do check that out as well!

Tier 0: The best characters in Anchor Panic right now that are both future-proof and OP for all game content.

Tier 0.5: Not as massive a priority as T0 characters, but will form the core of your squad, depending on which game mode and what the rest of your team is. Generally, they all work well regardless of their Element/Attribute.

Tier 1: The core DPS/Support characters that you'll use, depending on which Attribute combo you go for. For example, if you're going for a full Fire team, Merlot, Sparkle-Wing, and Marceline will be top-tier picks, together with a few T0/T0.5 characters.

Tier 2: All the good characters that you can use in the early game, but considering how many pulls you get from beginner quests and events, you'll quickly replace them.

Tier 3: The worst characters in Anchor Panic that just aren't worth using/upgrading.

The summary of our Anchor Panic operators tier list above should serve as a general guide on which characters to pull for and upgrade. Your end-game teams should consist of only T0, T0.5, and T1 operators. Tier 0 - Strongest Characters in Anchor Panic

Reroll Strategy: Tern is the only real reroll option from the non-limited characters, as she is a best-in-slot support for many teams and the only SSR that doesn't have an appropriate SR to replace it.

Tern	Breaker Quantum Support Buff Tern is the best buffer/support operator in the game, especially for Quantum teams, capable of increasing allies' offensive stats and granting them extra DMG on their skills. Her Sigil is important to get, as it further buffs her passive DMG increase. Also, she requires no Ascensions to be extremely useful.		4-Set 2-Set
Echo	Breaker Lightning Support AoE Heal Buff Debuff Echo is one of the best supports in Anchor Panic, buffing the DMG of allies and healing them. Also, she has an AoE attack that can Silence enemies, which is kind of OP. Her only downside is that some of her best passives are locked behind 3-Star and 6-Star Ascensions.		4-Set 2-Set
Tiya	Striker Quantum DPS Single Target AoE Assassin Tiya is an assassin/AoE DPS who deals %HP DMG, as well as target low-HP enemies. She is similar to Karanissa, though she has more reliable AoE damage from her Energy Burst. She is one of the best DPSs in Anchor Panic, but to make her truly OP, you'll need to get her 3/6-Star Ascension bonuses.		4-Set 2-Set
Karanissa	Striker Lightning DPS Single Target Assassin Karanissa is one of the strongest DPSs in Anchor Panic, even on the CN/JP servers that have all the upcoming characters. She is a back-row assassin that deals insane single-target DMG and can recast her Energy Burst each time she executes a target. Her 3-Star Ascension bonus is extremely important to get, as it removes the DMG decrease when she recasts her Energy Burst.		4-Set 2-Set
Lilira	Healer Quantum Support AoE Shield Heal Lilira is the best healer/shielder in Anchor Panic, especially on full Quantum teams. The heals/shields she provides are invaluable, and she can also revive an ally once per battle with her 3/6-Star Ascension bonuses.		4-Set 2-Set

Tier 0.5 - Very Strong Characters for Any Team

Lengjiao	Stun Ice Hybrid AoE Freeze Lengjiao is a core member of any Ice team and one of the best CC/DPS operators in the game. She can apply Freeze on all enemies, as well as stack Freezing. She is simply OP for PvP because of her reliable CC. You can use her even at 0 Ascension, as her most important ability is her Energy Burst.		4-Set 2-Set
Grenache	Support Fire Hybrid AoE Lifesteal Burn Buff Grenache is an amazing support/DPS for both full Fire and mixed squads. She can stack Burn herself, give Lifesteal to allies when attacking enemies inflicted with Burn, as well as buff her own Lifesteal/DPS. She is a solid AoE DPS, support, and also pretty tanky. Her best Lifesteal bonus is locked at 6-Stars, though.		4-Set 2-Set
Flicker	Defender Quantum Tank AoE Shield Invincibility Flicker is a designated tank for Quantum teams, and pretty solid on mixed squads as well. She applies Shields to allies, can revive once per battle, is insanely tanky, and does decent damage. The only downside is that you'll need her Sigil and 6-Star Ascension bonus to make her really strong.		4-Set 2-Set
Ling	Support Lightning Hybrid AoE Debuff Ling is a core buffer/debuffer/DPS for Lightning teams, and even works on mixed teams if you have her on 6-Stars. She applies Lightning Mark, reducing enemy Lightning RES (and buffing ally CRIT Rate against them if you have the 3/6-Star Ascension). Also, her AoE Energy Burst applies Shock, which is OP for Lightning DPSs.		4-Set 2-Set
Olivia	Striker Fire DPS AoE Buff Olivia is a really strong DPS/buffer for both Fire and mixed teams. She has extremely good AoE damage and DPS buffs for allies. Also, with her 6-Star Ascension and Sigil equipped, her offensive stats get even more absurd. Her biggest downside is that without enough investment, she can't compete with the upcoming DPSs.		4-Set 2-Set
Rose	Breaker Physical Hybrid AoE Buff Debuff Rose is an extremely good support/DPS, especially for Raven and other Physical DPSs. She has very good AoE DPS, can buff ally ATK, and lower enemy DEF and Physical RES. She is just really good in general, though you'll get most value out of her on a Physical DPS team.		4-Set 2-Set
Streyne	Healer Quantum Support Single Target Buff Heal Streyne is an amazing healer/buffer for both Quantum and mixed teams. She applies both single-target and AoE heals, as well as massive ATK buffs. However, you'll need to get her to 3/6-Stars to remove the DEF debuff from her Adrenaline passive.		4-Set 2-Set
Deling	Breaker Quantum Support AoE Buff Debuff Deling is a meta PvE buffer/support for any squad, especially Quantum ones. She can stack Radiation with her AoE Energy Burst and also buff ally ATK and DEF. Plus, unlocking her amazing 6-Star Ascension bonus is fairly easy because she is an SR.		4-Set 2-Set
Centaurea	Healer Quantum Support AoE Buffer Cleanse Heal Centaurea is a meta buffer/healer for PvE, especially on Quantum teams, providing debuff cleansing, AoE heals, and DMG buffs. She is often more worth using than Lilira. Also, getting her OP Ascension passives is easy because she is an SR.		4-Set 2-Set
Dione	Defender Natural Tank Single Target Buff Shield Heal Dione is one of the best tanks/supports in the game, providing heals, shields, and DEF buffs for all allies. She is simply amazing, and her 3/6-Star Ascension passives provide even more shields when she falls to low HP.		4-Set 2-Set
Antilope	Defender Quantum Tank Single Target Shield Heal Buff Antilope is similar to Dione as she is also a tank/support, providing shields, heals, and defensive buffs for allies. However, her buffs have bonuses when applied to Quantum allies. She is generally extremely good and one of the best frontliners you'll have access to early on.		4-Set 2-Set

Tier 1 - Core DPS/Support Characters Based on Team Element

Reroll Strategy: Merlot is the best SSR on the beginner banner, as she can be an insane DPS and carry you with enough AoE Fire characters on the team to stack Burn with her. Yuanya, Neon, and Sparkle-Wing are amazing supports for her in the early game.

Merlot	Striker Fire DPS AoE CRIT Merlot is one of the main DPSs for Fire teams and by far the best F2P DPS you can use. She gains bonus DMG against enemies per Burn stack, has +60% CRIT Rate against enemies with ≥4 Burn stacks, and a bunch of other stats. She is just an extremely good AoE DPS, but she needs a few allies who can stack Burn with her.		4-Set 2-Set
Marcilene	Striker Fire DPS AoE Debuff Marcilene is one of the best supports for Fire teams, stacking the Tear debuff, which increases enemy Fire DMG taken by 10% per stack. However, you'll need to have both her Ascension bonuses and Sigil, as they amount to more than 50% of her end-game potential. Her Sigil is especially important, being one of the best Sigils in the game.		4-Set 2-Set
Quasar	Support Fire Hybrid Buff Regen DMG Reduction Quasar is a support unit who focuses on self-survival and works best in Fire teams, given that her talents raise her health by 8% and up for each Fire teammate present and her CRIT Rate enhancing buff is vastly better on Fire units. Her main thing is reducing incoming damage for the whole team through her Puppet that redirects 22% of all damage. This Puppet also restores Quasar's own health on any ally action while it's present. She additionally gains Lifedrain on Ascension 3 and further enhances this Lifedrain and Puppet abilities on Ascension 6. Even with all of these in her kit, Quasar's buffs don't really feel game-breaking in action.		4-Set 2-Set
Sparkle-Wing	Support Fire Hybrid AoE Buff Burn Debuff Sparkle-Wing is a pretty solid support/DPS for Fire teams, capable of applying multiple Burn stacks with her Energy Burst and buffing Fire allies. She also lowers enemy Fire Resistance with her attacks. All in all, she is pretty good, but other AoE Fire supports often provide more value.		4-Set 2-Set
Yuanya	Support Fire DPS AoE Yuanya is an AoE Fire DPS that you can use with Merlot if you need more Burn stacks on all enemies. She doesn't need much investment and works even on 0 Ascensions. Also, she isn't that useful unless you're running Merlot.		4-Set 2-Set
Neon	Breaker Fire Hybrid AoE Spark Debuff Buff Neon is another AoE Fire DPS that you can use with Merlot, though unlike Yuanya, she provides some buffs for allies and applies debuffs to enemies. She is better than Yuanya once you get her 6-Star Ascension, but kind of worse until then.		4-Set 2-Set
Alice	Striker Lightning DPS Single Target CRIT Alice is a F2P-friendly Lightning single-target DPS that you can use until you get Karanissa. She stacks extra CRIT Rate, CRIT DMG, and PEN, and has solid one-shot potential. However, she can't compare to Merlot and doesn't really have a place in end-game Lightning teams.		4-Set 2-Set
Newcastle	Support Quantum Support AoE Buff Newcastle is a support/DPS for Quantum teams and the only real F2P-friendly Quantum DPS. Her buffs are really good, especially for Quantum allies, and her line AoE Energy Burst deals extra DMG if targeting only one enemy. She is just really good, though you'll need her Ascension 3 bonus to turn her into a proper buffer.		4-Set 2-Set
Raven	Striker Physical DPS Single Target Raven is single-target DPS for Physical teams, dealing %HP DMG and ignoring enemy DEF/Block. She is just really good for dealing with bosses, and the best single-target DPS for Physical teams as a F2P.		4-Set 2-Set
Yan	Striker Physical DPS AoE Yan is the best F2P AoE Physical DPS, outclassed by only Rose at the moment. She and Rose are actually really good together and will carry you through most content. However, she doesn't work outside of full Physical teams.		4-Set 2-Set
Lycosha	Striker Physical DPS AoE Lycosha is an AoE Physical DPS whose main traits are that she can survive fatal damage (Ascension 3/6) and deal extra Energy Burst DMG with more enemies in a straight line. She is solid, but is also much more situational than Yan or Raven.		4-Set 2-Set
Eucaly	Striker Ice DPS Single Target AoE Eucaly is one of the main DPSs for Ice teams, with excellent single-target DMG and stacking buffs that make her stronger the longer a battle is. However, her best bonus is on Ascension Rank 3, turning her Blood Hunting into a full AoE attack. She isn't OP like most other Rate UP DPSs, but with the Ascension buffs, she can be very good.		4-Set 2-Set
Dawn	Striker Ice DPS AoE Dawn is a F2P-friendly AoE DPS for Ice teams that works decently well until you get Eucaly. However, she is far worse than Alice or Merlot, and her support options are also limited if you're a F2P. So, she just isn't that viable right now.		4-Set 2-Set
Abyssal	Support Ice Hybrid AoE Buff Ice Corrosion Abyssal is an AoE DPS/support for Ice teams, capable of dealing solid AoE DMG, reducing enemy Ice Resistance, and increasing ally Ice DMG. She is one of the best supports you can use with Eucaly, and doesn't require much investment to work well.		4-Set 2-Set
Diamond	Stun Ice Hybrid Single Target Freeze Diamond is a single-target DPS/support who can apply Frozen with a very high rate. She is very good on full Ice teams in PvP, but can't really compare to Lengjiao. She might even be the lowest-priority SSR in the game right now.		4-Set 2-Set

Tier 2 - Strong Early Game Characters

Mustang	Defender Physical DPS AoE Mustang is a decent early/mid-game tank with very good Speed, high DEF/Block, and okayish line AoE DPS. She can work well, especially on a Physical DPS team if you don't have Flicker yet. However, compared to Dione and Antilope, she doesn't have any utility at all.		4-Set 2-Set
Lionblade	Stun Fire DPS Single Target Debuff Lionblade is a single-target support/debuffer for Fire teams. Her single-target DPS is decent, but her main trait is that she can apply Seal Fire, preventing enemies from acting. However, compared to Yuanya, Neon, and Sparkle-Wing, she isn't really that worth using.		4-Set 2-Set
Kymia	Striker Physical DPS Single Target Kymia is a very good SR Physical DPS that you can use if you only have Rose and don't have Raven/Yan. Her passive buffs increase her DMG and DEF Ignore substantially, making her pretty viable. However, Fire SRs on Fire teams have much more value.		4-Set 2-Set
Catalpa	Striker Natural DPS Single Target Debuff Catalpa is one of the best SR single-target DPSs, applying Thorns and dealing very good damage over time. However, Natural teams aren't that good, and she, on her own, can't be your only source of damage. So, despite her potential, she isn't really worth using.		4-Set 2-Set
Artisan	Defender Lightning Tank AoE Debuff Regen Artisan is a tank for Lightning teams you can use until you get Flicker. She has excellent tanking potential, gaining extra DEF with each Lightning operator deployed and healing %Missing HP when using skills. Also, she can lower enemy DMG, which will benefit your whole team.		4-Set 2-Set
Core	Support Ice Hybrid Single Target Frostbite Debuff Core is a decent single-target DPS/debuffer for Ice teams, applying Frostbite, which increases enemy Ice DMG taken. However, Abyssal does her job much better, and unless you're still in the early game, there isn't much point in using her.		4-Set 2-Set
Koraz	Defender Fire Tank AoE Parry Koraz is a solid tank for Fire teams with an AoE Energy Burst for extra Burn stacks. She is pretty good, and maybe the best designated tank you can use on a full Fire team if you don't have Grenache yet.		4-Set 2-Set
Corrosicat	Support Fire DPS Single Target CRIT Corrosicat is by far the best R single-target DPS, gaining massive CRIT Rate boosts from her passives. However, most SR Fire operators have AoE attacks for applying Burn, which you'll need, and Corrosicat just does not have a place in the rotation.		4-Set 2-Set

Tier 3 - Mediocre Characters

Alicia	Striker Lightning DPS Single Target Alicia is a Lightning single-target DPS who can deal %HP DMG with her Energy Burst. She can be good, especially if you have her on Ascension 6, but compared to other SRs with more utility and AoE DMG, she is pretty low priority.		4-Set 2-Set
Snow Fox	Striker Ice DPS Single Target Energy Snow Fox is a single-target DPS for Ice teams. Her DMG isn't that good, and her Energy-stacking passive doesn't ever get maximum value. So, unless you are in the early game and have nothing else, just don't use her.		4-Set 2-Set
Prism	Striker Ice DPS Single Target Prism is an Ice single-target DPS that is arguably one of the worst SR operators in the game. Her best passive is locked behind Ascension 6, and even with it, she can't compare to most other SRs at Ascension 0.		4-Set 2-Set
Firefly	Striker Fire DPS Single Target Firefly is a single-target DPS for Fire teams who gain extra DPS stats based on enemy Burn stacks. Her damage can be decent, but her Burn stacking potential is low, and compared to other Fire SRs, she is extremely underwhelming.		4-Set 2-Set
Trigger	Support Lightning DPS Single Target Trigger is a single-target DPS for Lightning teams, and she is one of the worst, if not the worst, characters in the game. Her DPS is low, she has no AoE, and all of her passives are simply bad.		4-Set 2-Set
Arc	Support Physical DPS Single Target Arc is a single-target Physical DPS that can be somewhat useful in the early game, especially on a full Physical team. However, considering how full Physical teams are bad early on, using her isn't really worth it.		4-Set 2-Set

Best Team Compositions for Each Attribute in Anchor Panic

In the table below, you can find example best team compositions in Anchor Panic, categorized by their main DPS Attribute. However, if you're F2P or still haven't acquired most of the SSRs, there'll be a few SRs that you can slot in and that might even perform better because of their Ascension bonuses. So, consider this table as just a guide for end-game/early-game team compositions. Further below are some alternatives you can use if you don't have the best-in-slot operators.

Team Compositions: Most best team comps will consist of 2-3 DPS/Support DPS characters of the same element (to proc the elemental buffs) and 2-3 supports/tanks. Therefore, you can get away with having only 2-3 supports that will work on any team. Your biggest concerns will be which element and DPSs you are going to go for.

Current Meta: Natural is currently the weakest element, as it doen't have a good designated DPS like other elemental teams. Use other squads, especially the Fire (F2P) one, if you are a casual player.

How Classes Work

Class	Description
Striker	Main Output: Focuses on enhancing one's own damage output ability, characterized by high skill intensity and high damage output maximum.
Breaker	Battle Support: Abilities to boost allies or weaken enemies, crucial for increasing damage output and enhancing team performance.
Support	Secondary Output: Has less damage output than a Striker, but excels in breaking through durability and boosting the Striker's abilities.
Healer	Healer: A battlefield healer unit capable of healing ally Operators, effectively improving team longevity and recovery abilities.
Stun	Powerful Control: Support units with a single or group control ability, reducing the target's durability by 40% upon successful control.
Defender	Defender Frontline: Capable of absorbing more damage in battle, and increases source energy efficiency when absorbing damage.

How Roles Work

Role	Description
DPS	By DPS, we considered all operators whose main purpose is to deal damage. Those are usually Striker and Support operators.
Tank	By Tank, we considered all Defender operators, as they are the only ones who have built-in mechanics for survivability and tanking. They'll be your main frontline throughout the game.
Support	By Support, we considered mostly Healer and Breaker operators, as they have the buffs, heals, and other utility meant to enhance your squad both defensively and offensively.
Hybrid	By Hybrid, we considered Breaker, Stun, and Support operators that have some CC, debuffs, DoTs, and other useful effects in their kit, while also having decent DPS. They'll supplement your team with all the utility that your main DPSs and Supports don't have.

How Elements (Attributes) Work

Attribute	Description
Fire	Fire operators have the ability to inflict Burn on enemies. Burn reduces enemy healing effectiveness and removes a percentage of the enemy's Shield Points at the end of the turn.
Lightning	Lightning operators can inflict Shock on enemies. Enemies in Shock have a chance to receive extra damage when hit with a Lightning attack.
Ice	Ice operators apply the Freezing effect on enemies. Freezing lowers enemy Speed and significantly reduces Frost Resistance when at maximum stacks.
Natural	Natural operators inflict the Corrosion effect on enemies. Corrosion reduces enemy Natural Resistance and further reduces enemy Defense at maximum stacks.
Physical	Physical operators can inflict the Bleed effect on enemies. Bleed causes enemies to take Physical Damage at the end of each turn.
Quantum	Quantum operators can inflict Radiation on enemies. Radiation Burst deals Quantum damage scaling with the enemy's Max HP%.
