You'll get plenty of summons from different beginner events, so you should have no problem fielding a full 3-Star team right after the tutorial. 2-star and 1-star characters aren't that good, and starring them up is mostly just a waste of resources.
PRO TIP: There are too many characters in Trickcal to star up and spreading yourself too thin will leave you unable to be competitive. So, it's best to focus on only one personality squad at a time.
