Fortnite Chapter 3 Season 1 currently has 20 new NPCs, and a few of them are battle pass characters like Lt. John Llama. The outfit has two style edits in the battle pass, but the NPC on the map has the pink style equipped.

NPC #20  Lt. John Llama is located at the house south of Logjam Lumberyard in Fortnite Chapter 3 Season 1. Since the NPC is not at a named location, we have pinpointed its location in the image above. You will need to land right between Logjam Lumberyard and Camp Cuddle for reference.

Lt. John Llama is one of the hireable NPCs in Fortnite Chapter 3 Season 1, and you can get him in your team for 95 gold bars. He also sells the Exotic Boom Sniper Rifle for 600 gold bars, the only other sniper rifle besides the Hunter Bolt-Action Rifle.
