Changing your language in Ni no Kuni: Cross Worlds is simple. From the title screen, press the cog at the top-right of the screen. This opens the menu, and you should see an option for Language at the top. Click on this and scroll down until you find English. You can then click on English and select that as your preferred language.

Should I use English or Japanese voice?

A lot of Japanese games tend to have bad to decent English dubs, but this is not the case in Ni no Kuni: Cross Worlds. Both languages are done well, so you can use the English version without fear of a bad voice-over. That being said, the Japanese version is fantastic and gives that excellent Ghibli vibe.
