As with a lot of items in this isometric ARPG, there are several ways to pick up one of these daggers. One of the ways is to target farm it from Reign of Dragons' echo rewards. Echo rewards can be used to farm specific items from echoes on the Timeline, guaranteeing a specific reward type from it. In order to have a chance at a Smoke Weaver, you'll need to get the echo reward "Unique or Set Sword or Dagger." There are several other swords and daggers that can drop from Reign of Dragons, but this allows you to at least narrow it down to a weapon type, making it far more likely you'll get the specific one you are looking for.

Another way to get a Smoke Weaver for your Rogue is to use the Runes of Ascendance on any other dagger, gambling on the possibility you might get the Smoke Weaver out of it. You get about a 7.69% chance of getting a Smoke Weaver when using a Rune of Ascendance, according to the Last Epoch Ascendance calculator located here.

The last way to get one is to trade for one on the Bazaar if you are in the Merchant's Guild. Depending on your playstyle, you might choose to go with the Merchant's Guild to be able to trade with other players or buy items from this game's version of the auction house. The other faction is great for those who don't want to rely on others to find their items; the Circle of Fortune helps make it more likely you'll get the items you want, but it prevents you from trading or buying from others and the Bazaar.
