Old School RuneScape - How to get to Varlamore

The Kingdom of Varlamore is west of Zeah, across the Western Sea. It is the first of three areas that will make up the continent, alongside Great Kourend and the Kebas Lowlands. You can only access Varlasmore after completing the Children of the Sun quest. Once complete, Prince Itzla suggests you speak with Regulus Cento. Regulus can be found outside the East Varrock gate.

As long as you’ve completed the quest, you’ll then be able to travel to Varlamore via an NPC bird called Quetzal in Varrock. Quetzal will take you to the capital of Varlamore, Civitas illa Fortis, and will also be available there to take you back to the mainland. 

OSRS - Children of the Sun quest

Children of the Sun is the introductory quest to the new region, Varlamore. To begin the quest, speak to either Noah or Alina on the east side of Varrock Square. You’ll need to do a bit of sneaking for this one, and you’ll also need to have completed the Defender of Varrock quest.

On completion, your reward will be a personal invitation to visit Varlamore, which is only just opening up its kingdom to foreigners (plus 1 Quest Point).
