So, to reach the Breaching Barrel to continue, you'll first need to locate the Enki rift travel skulls in the area and activate them. Thankfully, these are easy to spot, so clear the surrounding area of all of those miserable birds and gunmen, and activate them if you haven't already. The rift travel skulls and powder barrel are both located in the area pictured below, so thankfully you won't have to go far.

You'll first need to jump to the Rift near the Watchtower, and from there locate the next travel rift, which is directly opposite the Watchtower. You won't be able to reach it directly, so you'll need to powder dash from the Watchtower Rift to close the gap and get close enough to zip over to the next rift.

When you reach the rift and see the hanging platform, look straight up before powder jumping. Where you aim partially dictates how and where you'll go when you're exiting a rift, and you won't get enough height if you simply jump straight out.

And on that hanging platform you'll find your prize of low yield explosives. Collect it and return to the rubble covered passage, then just place it down and shoot it as you would any other Breaching Barrel.
