In Apex Legends, craftable thematic event cosmetics were introduced in Season 10 for the Monsters Within event. The thing that makes these cosmetics unique is unlike the collection events, which add 24 limited-time cosmetics to the game, all 40 themed event cosmetics enter the standard loot pool. This means that these are not limited-time offers, and in addition to that, they can be found in standard Apex packs. It is also why they can be crafted.

Crafting Thematic Cosmetics

Craftable thematic cosmetics are considered ‘current event cosmetics’ until one year after they are introduced. This means if you choose to craft them within that timeframe, they will cost double the Crafting Metals as a standard cosmetic of that rarity tier costs. If you wait the full year, they will go down to the standard price.
