Balatro Blank Voucher: What is it for?

Redeeming the voucher, as implied by its description, doesn't do anything for you in a run. However, redeeming the voucher will help you get the Anti-Matter Voucher, which is extremely useful for fighting against the Blinds.

In the Balatro main menu, tap the green "Collection" button on the right. From there, press the "Vouchers" category on the left. If you've already purchased the Blank Voucher in a previous one, you'll see it on the third page in the lower right corner. Move your mouse or controller to the locked space next to it, giving you the hint: "Redeem Blank Voucher 10 total times."

You'll need to purchase the Blank Voucher 10 times during your game playthrough to unlock this card. Doing so will allow you to find the Anti-matter Voucher in the game's store. It's a handy Voucher, as buying it in the Shop gives you an extra slot for Joker Cards. It's a game-changer for those wanting to win through more intricate combinations of Joker Cards.

The Blank Voucher can be purchased in the Shop for 10 dollars. Its description reads: "Does Nothing?" but that's not entirely true. As it happens, all vouchers can be upgraded for additional bonuses. That's all you need to know about the Blank Voucher. I suggest you invest in additional Joker spots as soon as you can.
